- You can file your “Notice of Intent to Participate (or NOI) through this link: Surface Transportation Board. The docket number for the proposed merger is FD 36873.
- By filing an NOI, you’re able to participate fully in the proceeding. Filing the NOI will allow you to file comments and replies later in the proceeding and to participate in any public hearing, should you choose to do so.
- Once you are ready to file your NOI, you can click the following link to upload it: https://stb.gov/proceedings-actions/e-filing/formal-filings/.
- After clicking the upload link, you will see the following at the bottom of the page:
- NOTE: If you’re filing a NOI, you will also need to indicate you have served all parties by including a signed certification of service with your NOI – an example of this certification is attached to the form NOI (link above).

Before checking the box to proceed with your upload, you will need to serve all parties of record in the proceeding via email. You can find the current service list of parties of record and their email addresses at this link: STB Dockets and Service Lists by inserting the following docket number into the search tool: 36873.
Below is a snapshot of the search tool accessible by the link above. Simply insert the docket number (36873) into the second field box as in the example below and click “Search”. After clicking the Search button you will see a list of the parties of record and their email addresses.
